They argued against the 'debilitating effects of bureaucracy' and sought to 'illustrate how over-regulation provides an incentive for corruption'.[2] PE was one of the UK members of the Stockholm Network. As of May 2010 the PE website www.project-empowerment.org appears to be defunct, the last archived version of the site is from April 2008.[3] All archived versions of the PE website, between 23-August-2003 and 18-April-2008, have a warning that the "website is under construction"[4]


Objective

According to the earliest available version of the PE website the organisation had an 'immediate objective', which was 'to achieve a circulation of more than 200,000 journalists, economists, media researchers, teachers and other opinion shapers'.[5]
