[Peter England]] or P.T.E. England was an official of the Northern Ireland Office in the 1970s. in 1988, Ken Livingstone used parliamentary privilege to accuse him of involvement in the Kincora scandal in a question to Prime Minister Margaret Thatcher.[1]
