  • 1 - An internal Home Office briefing note of this date summarised the results of discussions on agent-handling as follows: "The Northern Ireland Secretary and the Attorney, with some support from the Defence Secretary, argued strongly that a statutory solution was necessary. The Prime Minister, the Foreign Secretary, the Home Secretary and the Chancellor of the Exchequer all expressed grave reservations about opening up such a sensitive area to Parliament when the slenderness of the Government's majority could not guarantee a satisfactory outcome." It added: "Given Ministers' declared view and the new context created by the Joint Declaration we have endorsed the NIO view that the issue is best played long."[8]
