TVI Journal was founded in 1980 by journalist Mark Monday. The Journal was said to be targeting journalists and corporate executives.

In 1985 the Journal was taken on by Brian Jenkins the Rand director for studies on subnational conflict. The journal is described as having contributors that are 'academic experts in the field of terrorism and officials with direct responsibilities and firsthand experiences in dealing with the problems they address.'
