Desmond Bowen was the Director General Operational Policy in the Ministry of Defence (MOD) in 2001-2002 and subsequently deputy head of Overseas and Defence Secretariat in the Cabinet Office.[1] He was Policy Director of the MOD from 2004 to 2008.[2]

Revolving Door

In July 2009 he notified ACOBA he was planning on becoming an independent consultant, advising a range of public and private sector clients on defence strategy, evolving threats and related security policy matters, the role was approved "subject to the condition that, for 12 months from his last day of service, he should not become personally involved in lobbying UK Ministers or Crown servants, including Special Advisers, on behalf of any of his clients."[3]
